What changed.
The 2021 amendment to AS/NZS 1170.2 made three substantive changes that affect almost every consent in coastal or elevated terrain:
- Regional wind speeds were revised for several zones. The Western Australia coast (Region D) and far-north Queensland (Region C) saw higher ultimate-limit-state wind speeds reflecting updated cyclone modelling.
- Topographic multipliers were tightened — escarpment and ridge sites can no longer rely on the rounded interpolation older calcs assumed.
- Internal pressure coefficients for partially-clad and dominant-opening structures changed, which matters for industrial sheds and any building with a roller door wider than 20% of the wall.
Who feels it first.
Three building types see the biggest impact:
- Coastal residential builds in NZ wind zones High and above — designers using NZS 3604 directly are mostly OK, but anything specifically engineered (skillion roofs over 6m span, big openings, exposed steel) now needs explicit calc against the revised speeds.
- Queensland industrial sheds — tilt-panel warehouses with large roller doors are catching higher internal pressures, which translates to bigger purlins or more bracing.
- Awnings, canopies and freestanding signage — the topographic multiplier change disproportionately affects light, exposed structures.
How to brief your engineer.
If you're starting a project this year, three things to put in your brief:
- Site coordinates and an aerial photo. Topographic multipliers depend on the actual terrain, not just the region. A drone shot or even a Google Earth screenshot saves a site visit.
- Intended openings. If your building has roller doors, large sliders, or operable louvres, declare them upfront — internal pressure design lives or dies on this.
- The wind region you think you're in. Don't make us guess. Region A vs Region B near the Hunter Valley boundary is a 20% load difference.

What this means for budget.
For a residential brief in NZ wind zones High and Very High, expect structural costs to be 4–7% higher than equivalent pre-2021 calcs, mostly absorbed in bracing, fixings and the cladding substructure rather than the primary frame. For a 2,000 m² industrial shed in Region C, expect 8–12% more steel by weight, depending on opening configuration.
One last thing
Several councils — Auckland, Brisbane, and the Sunshine Coast in particular — are now spot-checking wind calcs for compliance with the amendment by default. If your engineer is still working off the 2011 edition without amendment, expect an RFI. Worth confirming before you lodge.
